(a) Any person or persons, firm, partnership, partnership association or corporation violating any provision of this article, for which violation there is no penalty prescribed, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be punished by a fine not exceeding two thousand dollars ($2,000), for each offense, in the discretion of the court.
(b) Prosecutions under this article may be brought in the name of the City in the court exercising criminal jurisdiction in the City in which the violation of such provisions of the article was committed, and at the instance and upon the relation of the Mayor, Council or City Manager.
(c) A separate offense shall be deemed committed on each and every day during or on which a violation occurs or is permitted to continue.
