(a) Derricks and Masts. All derricks and masts erected for servicing, operating or maintaining existing wells shall be at least equivalent to the American Petroleum Institute Standards in effect at the time of drilling.
(b) Sign Required for Each Well. A sign having a surface area of not less than two square feet and no more than six square feet, bearing the current name and number of the well, the name or insignia of the operator and the City and State permit numbers, shall be located and maintained at every well at a place where it will be fully visible at all times, from the commencement of drilling operations until the well is abandoned. Any method of display which in the opinion of the City Manager substantially meets these requirements is acceptable.
(c) Blowout Prevention. Protection shall be provided to prevent the blowout of a well during production operations, in accordance with the requirements of the Office of Oil and Gas.
(d) Well Cellars. Except during servicing operations, well cellars shall be kept reasonably free from water, oil, drilling fluids or other substances and means shall be provided to keep such cellars covered, in accordance with the requirements of the Office of Oil and Gas.
(e) Removal of Equipment. All service, production and maintenance equipment shall be removed from the premises within fifteen days following the completion, abandonment or desertion of any well. All mud and debris shall be cleaned from service equipment, production equipment, maintenance equipment and private vehicles prior to access to City streets.
(f) Roads to be Surfaced. Private roads leading to well sites shall be surfaced in such a manner as to prevent undue amounts of dust or mud from being carried onto adjacent property or the public streets.
(g) Fracturing Confined to Certain Hours. Fracturing of a well may not be commenced prior to 7:00 a.m., nor after 12:00 noon. Twenty-one days prior to any attempt to fracture or produce oil and gas from any well within the area affected by this article, the City Manager shall receive written notice of the anticipated action. This section applies only to those new wells authorized prior to the enactment of this article as amended.
(h) Production Reports. Well operators shall file with the City Manager, on or before the fifteenth day of each month, a production report, on forms approved and supplied by the City, respecting, among other items, production of oil and gas for each well for which a permit has been issued, for the preceding calendar month. Failure to comply with the provisions of this section may lead to revocation of permit as provided in Section 725.08. (Passed 11-20-81 )
