Each permit issued hereunder shall be renewed one year from the date on which it was granted or renewed, unless such well has been abandoned prior thereto. On or before fifteen days prior to the renewal date, the owner of any existing well not abandoned shall make application for a permit covering the operation and maintenance thereof.
