(a) Prohibition of Oil and Gas Drilling. It is hereby found and determined that the drilling for oil and/or gas is a nuisance and therefore is prohibited.
(b) Operation and Maintenance of Existing Wells. In the manner and upon the terms and conditions set forth in this article, it shall be lawful for any person to produce oil, gas or other hydrocarbon substances and to conduct any other lawful operations with the exception of fracturing or refracturing existing wells, including the installation and maintenance of any production equipment and appurtenant structures or machinery proposed or intended to be used for or in connection with the production of oil and gas from existing wells.
(c) Enforcement. The City Manager shall administer and enforce the provisions of this article, and for that purpose, the City Manager and his duly authorized representative shall have the power of a municipal police officer of the City.
