(a) There is hereby established a Design Review Board which shall have the powers
and duties as are hereinafter set forth in this chapter. The Board shall consist of five (5) voting members, who shall be appointed by the Mayor. Members of the Board shall be appointed with due regard for the need for balance among the diverse interests including: one (1) member of the City's Planning Commission; two (2) members of City Council; one (1) member whom is either the Director of Public Service and Safety or the Manager of Industrial and Community Development; and two (2) members from the public at-large with preference given to professional members of the fields of archeology, architecture, architectural history, history, interior design, planning, law or a related discipline and real estate. The City's Zoning Inspector shall serve as a liaison for the City in an advisory, non-voting capacity.
(b) Members shall be appointed to serve three (3) year terms. All terms shall begin on January 31st of any given year, with the exception of the first appointed members who shall begin their terms on the day of appointment and shall continue in that position until the second January after their appointment. Members shall serve until their successors have been named and qualified.
(c) The Design Review Board shall select a Chairman, Vice-Chairman, and Secretary at its initial meeting and at its first meeting after January 31st of each year. The Chairman shall conduct the meetings of the Board according to established rules of procedure, determine the order of meeting agendas, and be responsible for the recording of each public meeting. The Vice-Chairman shall perform the duties of the Chairman in the event of the Chairman's absence. The Secretary shall keep all minutes of the meetings, keep the calendar of meetings and events pertaining to the Board, keep each member apprised of meeting times, dates and agendas, distribute a copy of documents, drawings and other papers for each item of business which comes before the Board, maintain records of and communicate all correspondence to and on behalf of the Board, and sign any certificates or documents as ordered by a vote of the Board. A majority of the membership of the Board shall constitute a quorum, and any action or decision of the Board shall have the support of such a majority of its members.
(d) The Design Review Board shall set a regular meeting time to hold meetings to discuss its business as necessary. Meeting times, date and locations shall be publicized as required by City ordinances.
