(a) Sanitary sewers exceeding ten inches shall be considered as "intercepting sewers" and all such sewers shall be constructed by the City under such terms and conditions as each project shall require.
(b) Except as otherwise provided, the procedure set forth in Section 921.05 shall in all particulars apply to the extensions of sanitary sewers in all streets, alley-ways and areas not otherwise supplied with such services.
