Upon granting of a permit for the construction of the improvement, the permittee shall proceed immediately with the improvement contemplated by the resolution of Council referred to in Section 905.02, and shall complete the same without unnecessary delay. The Safety-Service Director shall supervise the construction or repair and shall see that such work has been faithfully performed according to plans and specifications before final approval.
