Council, by resolution, may approve all or any sectional part of such plans and specifications, and order the construction or repair of such specified sidewalks, curbing or gutters. A written notice of the passage of such resolution shall be given to owner or agent of the owner of each parcel of land abutting upon the improvement in the manner provided by law.
