Whosoever violates any of the provisions of this chapter shall be fined in accordance with section 1-4-1 of this Code. The Board of Trustees shall provide regulations concerning possible variance from the enforcement of this chapter upon good cause shown that placement of the "dish type satellite signal receiving antenna" in compliance with this chapter is not feasible due to inability to receive an existing signal.
