Billing for water and sewer charges shall be made quarterly, with the exception of charges made pursuant to § 51.04, which charges shall be billed annually. Certain large volume users will be billed on a monthly basis, at the discretion of the City Manager. All bills shall be due 30 days after the date of the bill. For all bills not paid when due, a penalty of 10% of the amount of such bill shall be added.
