§ 53.24 UNPOLLUTED WATER.
   (A)   No person nor entity shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, cooling water or unpolluted industrial process waters into any sanitary sewer. No person nor entity shall cause to be discharged any stormwater onto any adjacent private property.
   (B)   Stormwater and all other unpolluted drainage shall be discharged into such sewers as are specifically designated as combined sewers or storm sewers or to a natural outlet approved by the City Manager and/or the SWRC. Industrial cooling water or unpolluted process waters may be discharged upon approval of the City Manager and the SWRC into a storm sewer, combined sewer or natural outlet.
   (C)   A violation of this section is deemed a municipal civil infraction as defined and described in the St. Johns City Code, Chapter 36. Penalty provisions for a municipal civil infraction are found at § 36.06 of the city code.
