(A) It is unlawful for any person who is the owner, or other person in possession, of a cat, to permit the cat to run at large on public property, or on private property of another, unless the owner of the property actually consents thereto. There is no requirement of mens rea, or intent. Either the owner, whether or not present, or a person in charge, must keep the cat under control, and either may be charged with the violation.
(B) For the purposes of this section, every cat at large shall be deemed at large with the permission, and at the sufferance, of its owner, and in the event of a violation of the provisions of this section, it shall be no defense that the offending cat escaped, or is otherwise at large without permission, or sufferance, of its owner.
(C) It is unlawful for any person to feed a feral cat.
