§ 91.99 PENALTY.
   (A)   Any person violating any provisions of this chapter, for which no specific penalty is prescribed, shall be subject to § 10.99.
   (B)   A person who violates § 91.15 shall be sentenced as follows:
      (1)   First time offenders. Any person who violates § 91.15, and has not violated § 91.15 within the five years prior to the violation, is guilty of a petty misdemeanor, and punishable by a fine of not less than $50, nor more than $200.
      (2)   Second time offenders. Any person who violates § 91.15 for the second time, within five years prior to the violation, is guilty of a petty misdemeanor, and punishable by a fine of not less than $100, nor more than $200.
      (3)   Misdemeanor offenses.
         (a)   Any person who violates § 91.15 more than two times within five years of previously violating § 91.15, or another city code provision in conformity with it, is guilty of a misdemeanor.
         (b)   Any person who violates § 91.15, and the violation is committed in a manner, or under circumstances, so as to endanger, or be likely to endanger, any person or property, is guilty of a misdemeanor.
   (C)   A person who violates § 91.23 shall be sentenced as follows:
      (1)   First time offenders. Any person who violates § 91.23, and has not violated § 91.23 within the five years prior to the violation, is guilty of a petty misdemeanor, and punishable by a fine of not less than $50, nor more than $200.
      (2)   Second time offenders. Any person who violates § 91.23 for the second time, within five years prior to the violation, is guilty of a petty misdemeanor, and punishable by a fine of not less than $100, nor more than $200.
      (3)   Misdemeanor offenses.
         (a)   Any person who violates § 91.23 more than two times within five years of previously violating § 91.23, or another city code provision in conformity with it, is guilty of a misdemeanor.
         (b)   Any person who violates § 91.23, and the violation is committed in a manner, or under circumstances, so as to endanger, or be likely to endanger, any person or property, is guilty of a misdemeanor.

   (D)   A person who violates §§ 91.35 through 91.46 shall be guilty of a misdemeanor.
