(a) All City offices staffed by more than one person shall be open to the public from the hours of 8:30 a.m. until 4:30 p.m. (unless otherwise specified by the City Manager and hours posted accordingly) daily except Saturday and holidays. The foregoing provision does not apply to the Police and Fire Divisions. The working hours of such Divisions are as set forth in Section 131.02 for the Police Division and Section 133.03 for the Fire Division.

(b) The foregoing eight hours as set forth in subsection (a) hereof shall be considered a full day of employment for full-time employees of the City employed on a daily wage scale, which eight hours shall also include a lunch or dinner break.

(c) "Full-time employment" means any employee of the City who works forty hours in any one week without overtime.

(d) (1) All full-time employees of the City shall be compensated for overtime work at one and one-half times their regular rates of pay. Full-time employees are those employees who work a regularly scheduled week consisting of forty hours with the exception of the personnel of the Fire Division of the Department of Public Safety who work a regularly scheduled fifty-six hour week within a given seven day period of time, and members of Local 2015 of the American Federation of State, County and Municipal Employees whose hours are set by separate contract.

(3) All full-time employees of the City shall be entitled to receive as overtime pay a minimum of four hours pay at overtime rates for any call back after leaving their regularly scheduled turn of work. No employee shall receive more than one call back to work within any twenty-four hour period, nor be entitled to any overtime pay for any work performed in excess of one call back within any twenty-four hour period.
