It shall be the duty of the Fire Chief to divide the uniform force into three platoons. The Chief shall keep one of such platoons on duty twenty-four consecutive hours, after which such platoon shall be allowed to remain off duty forty-eight consecutive hours, except in cases of extraordinary emergency.
