143.17 NOTICE TO SURRENDER POSSESSION OF PROPERTY.
   The City will not require any person lawfully occupying property to surrender possession without at least ninety days' written notice from the City of the date on which possession will be acquired to an owner-occupant as well as tenant.
   (a)    If the property is acquired through eminent domain proceedings, the ninety-day notice shall not be given prior to the date on which the City acquired the title to or the right to possession of the property.
(b)    If the City has entered into an agreement with the owner to purchase the property, the date set of the notice for surrendering possession shall be not earlier than ninety days after the City gives the notice and not earlier than the date on which the owner is obligated under the agreement to deliver title or the right of possession to the City.
