143.15 NEGOTIATED PURCHASE OF PROPERTY; PROCEDURE.
   The City shall make every reasonable effort to acquire each property by negotiated purchase, either directly with the Planning and Zoning Commission or through a designated real estate agent, by a diligent conscientious effort to induce the owner to accept a fair and proper price for his property.
   If that effort is unsuccessful, the Commission or the designated real estate agent shall make a final offer to the owner in writing. The final offer shall include an invitation to discuss the acquisition of his property by the City and shall afford a reasonable period of time for the owner to accept or reject the invitation.
   The Commission or its agent will tender a notification to the owner of the date on which the City intends to institute eminent domain proceedings if agreement on the purchase of the property cannot be reached within the time specified.
