(a) No person shall, without lawful authority, allow accumulations of waste paper, wood, hay, straw, weeds, litter or combustible or flammable waste or rubbish of any kind to remain upon any roof or in any court, yard, vacant lot, alley, parking lot, open space or in any building or dwelling.
(b) A person shall keep all combustible rubbish, oily rags or waste material in an approved metal container when kept inside a building.
