No building permit fee shall be charged for general alterations with a value of less than five thousand dollars ($5,000.00), painting or cleaning of buildings or structures. The erection of signs, billboards and similar structures shall require a permit regardless of the cost or value. No building permit will be issued for any sign, billboard or similar structure for any zoning district in which they are not permitted. No permit shall be required for repair of a refrigerating system.
No building permit shall be required for general alterations with a value of one thousand dollars ($1,000) or less. No permit fee shall be charged for general alterations with a value of more than one thousand dollars ($1,000) but less than five thousand dollars ($5000.00), however all persons completing general alterations with a value of more than one thousand dollars ($1,000) must still submit an Application for Building Permit pursuant to Section 1323.03 and shall be subject to the application fee thereof pursuant to Section 1327.01.
