951.07 COLLECTION PRACTICES.
   (a)    Points of Collection.
      (1)    Refuse containers shall be placed for collection at ground level on the curb line where property abuts a public street with the front of the container facing the street, at least three (3) feet from other objects such as trees, hydrants, vehicles, poles or other carts; where property abuts an alley, the refuse container shall be placed at a point upon the property where the alley and property line abut with the front of the container facing the alley.
      (2)    The City Manager and person receiving collection service may agree upon a collection point other than those provided herein provided such person and the City Manager can agree upon payment of an additional fee to the City for such service.
   (b)    Frequency of Collection.
      (1)    Residential. Refuse accumulated by persons occupying dwelling units for residential purposes shall be collected once each week.
      (2)    Business. Garbage accumulated by persons other than in residences shall be collected on a weekly basis.
   (c)    Accumulation and Dumping of Refuse.
      (1)    No person shall place any refuse in any street, alley or other public place or accumulate or dump any refuse upon any private property except in authorized containers.
      (2)    No person shall cause any refuse to be deposited anywhere within the City except as provided by this chapter, nor shall any person cause refuse to be placed in such a manner as to cause such refuse to be carried or deposited in or on any street, sidewalk, alley, sewer, parkway or other public place, or onto any occupied or unoccupied premises within the City.
   (d)    Special Refuse Problems.
      (1)    The removal of wearing apparel, bedding or other refuse from homes or other places where highly infectious or contagious diseases have prevailed shall be performed under the supervision and direction of the Board of Health of the County. Such refuse shall not be placed in containers used for regular collections of refuse.
      (2)    Highly flammable or explosive materials shall not be placed in containers for regular collection but shall be disposed of as directed by the City Manager at the expense of the person owning or having possession thereof.
   (e)    Bulk Refuse and special pick-ups of trash:
      (1)    All bulk refuse, such as cardboard containers, wooden crates and similar rubbish, shall be flattened and tied in bundles that may be readily handled by one collector. In no case should such bundles be larger than three (3) feet by three (3) feet by four (4) feet and will be charged as a special pick up as noted in that section.
      (2)    Special pickups of trash whether requested or required to keep the city clean will be charged at the following rates, and if not paid, assessed to the owner's property tax:
         A.   Five dollars ($5.00) per trash container, loose bag or bundle of trash or rubbish;
         B.   Twenty dollars ($20.00) per piece of furniture;
         C.   Twenty-five dollars ($25.00) minimum charge per trip.
      (3)    Residents shall receive two (2) special/bulk pickups annually at no additional charge. Thereafter, special/bulk collections are subject to the fee schedule provided in Section 951.07(e)(2). Special/bulk pickups are to be scheduled by contacting the Division of Municipal Refuse. Bulk Pickups are for Steubenville residents with active and current utility accounts. The collection is limited to household items placed at the curb where regular trash collection occurs each week no sooner than the night prior to the scheduled collection. Restrictions or prohibited items include tires of any kind, e-waste (electronics, such as computers, televisions, etc.), Freon gasses (refrigerator, freezer, air conditioner, dehumidifier), hazardous waste/petrochemicals (fuels, oils, solvents, paints, etc.), or construction materials (shingles, plaster/drywall, concrete block, bricks, etc.).
   (f)    Exceptions. 
      (1)    Nothing in this chapter shall be construed to mean that a person may not dispose of any refuse, other than garbage, accumulated on the premises of that person, either personally or by a licensed collector.
      (2)    This chapter shall not prohibit the actual producers of rubbish or the owners of premises upon which rubbish has accumulated from collecting, conveying and disposing of such rubbish either personally or by a licensed collector.
