(a) In addition to the license fee provided in Section 705.04, the applicant shall pay a surcharge of twenty-five dollars ($25.00) for the first thirty days if the application for renewal is filed after the expiration of such license.
(b) For the period of thirty to sixty days after such license application is due and not filed for renewal, a surcharge of fifty dollars ($50.00) shall be paid.
(c) No person to whom a license has been issued and who fails to file an application for renewal upon the expiration shall be required to pay the aforesaid surcharges if the devices have not been in operation from the time of the expiration of the license until the time of the application for renewal.
