1-11-3: CANVASS OF VOTES:
On the day following the municipal election, the county board of supervisors shall publicly canvass election returns as provided by Iowa Code 376.9 and 50.24. A runoff election shall be held under the following circumstances:
   A.   If no candidate for a single office receives a majority of the votes cast for that office, the two (2) candidates receiving the largest number of votes shall be placed on the runoff ballot.
   B.   In an at-large contest or contests where a position or positions remain unfilled because of the failure of a candidate or candidates to receive a majority of the votes cast, candidates who receive the highest number of votes cast for the office or offices to be filled, to the extent of twice the number of unfilled positions, are candidates in the runoff election.
