8-2-4: PARKING DURING SNOW REMOVAL:
When snow or ice or a combination of the two has accumulated to a level of two inches (2") or more, it shall be unlawful for any person to park, abandon or leave unoccupied or unattended any vehicle, except emergency vehicles, on the residential streets in the City until the traveled portion of the streets has been completely plowed. (1975 Code; amd. 2004 Code)
Any vehicle parked, abandoned or left unoccupied or unattended in violation of this section is hereby declared to be an obstruction to the public streets and a public nuisance, and the Mayor is hereby authorized to remove or cause to be removed the said vehicle to a private garage or parking area until claimed by the owner thereof as hereinafter provided. (1975 Code)
If a vehicle is parked in the City right-of-way during snow removal a Municipal infraction will be charged. If a vehicle is parked in the City right-of-way during snow removal and damage occurs to it due to authorized snow equipment, the City is not liable for damages incurred. (Ord. 19-3, 1-14-2019)
Within twenty four (24) hours after the removal of a vehicle as provided above, the City Clerk shall send a notice addressed to the registered owner and deposited in the Post Office at Steamboat Rock, Iowa, which notice shall contain the following facts:
   A.   A general description of the vehicle, together with the license number.
   B.   The time and reason for removal and the place where said vehicle is stored.
   C.   The charges for removal and storage.
Before any vehicle so removed and stored shall be reclaimed, the owner or other claimant shall satisfactorily identify himself and establish his right, title or interest in said vehicle, and shall further pay the costs of towing and storage, and no person shall reclaim any vehicle so removed and stored without first paying the towing and storage charges.
