For purposes hereof the following terms shall have the meanings herein ascribed to them:
OPERATOR: Includes every individual who shall operate a vehicle as the owner thereof, or as agent, employee or permittee of the owner.
PARKING: Any standing of a vehicle upon a street, whether such vehicle is occupied or not, and whether such vehicle be accompanied or not by an operator for a period of time in excess of two (2) minutes.
STREET: Any public street, avenue, alley, road, boulevard or other public place located in the city and established for the use of vehicles.
VEHICLE: Any device in, upon or by which any person or property is or may be transported upon a street or highway except a device which is operated upon rails or tracks. (1975 Code)
