No driver of any vehicle shall enter upon or cross any stop boulevard or stop intersection, which shall be marked with signs or other traffic control devices, without first bringing his vehicle to a full and complete stop at or near the line of intersection of the intersecting street upon which he is approaching and shall yield the right of way to any oncoming vehicle.
