8-1-8-4: USE OF UNSAFE VEHICLES:
A vehicle's use is prohibited when so constructed, enclosed, equipped or loaded as to be dangerous, retard traffic, spill its contents on the street or prevent the driver from having a view sufficient for safety. (Ord. 77, 9-4-1973)
