Whenever in this chapter or by other code provisions, the erection of traffic control signs and signals is required, it shall be the duty of the mayor or any person so designated by him to cause the proper installation of such signs and signals and the design and placement of all traffic signs and signals within the city shall conform with the specifications and requirements of the state highway commission.
