The driver of any vehicle before entering a public street from an alley or private driveway shall stop and ascertain that traffic will permit his entrance into the street, and shall thereafter proceed with caution to the right and go in the direction of the traffic or cross the street at right angles to enter the alley on the opposite side of the street or, on crossing the street, turn to the left and follow the traffic; where the view is obstructed, the driver shall, immediately before entering the street from an alley or private driveway, bring his vehicle to a full stop.
