Turning vehicles around at places other than an intersection which is not a through intersection is hereby prohibited; drivers of vehicles desiring to turn the vehicles around shall proceed on the right hand side of the street to the center of the next intersection, passing to the right of and beyond the center of the intersection, before turning their vehicles and shall then proceed with the traffic in the opposite direction.
