Meters shall be furnished by the City and shall remain the property of the City and be installed by the Public Works Superintendent or other proper authority or licensed plumber. Such installation shall be in the basement of the house when practical, otherwise to be placed in a frostproof box that is of sufficient depth to prevent freezing and at any time be readily inspected.
