7-3-1: FRANCHISE HOLDER SUBJECT TO REGULATIONS:
Any person, firm or corporation to whom a franchise may hereafter be granted by the city for any purpose whatever, must be subject to all regulations that the city council may, by ordinance or resolution, then or thereafter adopt in respect to the reasonable control and regulation of the plant and business for which the franchise may be granted and the use of the streets or alleys therefor, and no condition shall be contained in said franchise, or if contained therein shall not be binding upon the city, which does or attempts to abridge, limit or interfere with the superior rights of the city in respect to such control or regulation. The provisions of this chapter shall apply to any franchise that has been hereinbefore granted to any person, firm or corporation, and the said person, firm or corporation shall be subject to the provisions of this chapter, except insofar as the provisions of this chapter or any regulation that the city council may prescribe may be in conflict with, inconsistent with, or in violation of the valid provisions of the franchise granted to said person, firm or corporation.
