7-1-5: USE OF STREETS BY BUILDERS:
Any person constructing a building adjacent to a street may use not more than one-half (1/2) the width of the street in front of the building which is in course of construction, for the placing of materials therefor, for such a period of time as shall be reasonable under the circumstances, and what shall be a reasonable time shall be conclusively determined by the city council, and the material shall be so placed as to obstruct and interfere with public travel only to such an extent as is absolutely necessary.
