The datum plane of the city shall be a horizontal plane lying on the X mark on the centerline of the south parapet of that certain concrete culvert on the west side of the intersection of Market Street and First Street, the elevation of which X mark shall be, for all purposes of this section, one thousand fifteen and nine-tenths feet (1,015.90').
