If the city council elects to collect garbage and rubbish under the methods provided by subsection 6-2-7A or B of this chapter, charges for such service shall be established by resolution of the city council and shall be billed either monthly or quarterly by the city and payable to the city. Billings shall be to occupants of the premises, but both owners and occupants shall be liable therefor. Any delinquent bill may be certified to the auditor of Hardin County as a lien against property involved for collection in the same manner as special assessments against said property. If the city council elects to collect garbage and rubbish under the method provided by subsection 6-2-7C of this chapter, billings for collection service shall be made by the permit holder or holders, but the maximum charges may be prescribed by the city council by resolution.
