All garbage and rubbish within the city limits must be taken from residential dwellings and business properties at least once a week unless unavoidable circumstances prevent it. Properties whose buildings are used strictly for the storage of the property owner's personal property, and which generate no garbage or rubbish may be exempted from garbage collection and garbage collection fees with prior approval of the Steamboat Rock city council. All such garbage and rubbish shall be collected by the city under one of the methods provided in section 6-2-7 of this chapter, and no person shall haul his own garbage or rubbish to a dump or other disposal site. All garbage and rubbish must be transported in a covered vehicle or covered containers constructed to prevent spilling, draining, offensive odors, or loss of materials during transit.
