6-2-5: STORAGE OF GARBAGE AND TAGGING:
All garbage and rubbish must be drained. Every person owning, managing, operating, leasing or renting any premises, dwelling unit, or any place where refuse accumulates, shall:
   A.   Container Requirements: Provide, and at all times maintain, in good order and repair, portable containers for refuse in accordance with the following:
      1.   Residential: Residential waste containers, whether they be reusable, portable containers or heavy duty disposable garbage bags, shall be of sufficient capacity, and leakproof and waterproof. Disposable containers shall be securely fashioned, and reusable containers shall be fitted with flytight lid which shall be kept in place except when depositing or removing the contents of the container. Reusable containers shall be lightweight and of sturdy construction and have suitable lifting devices.
      2.   Commercial: Every person owning, managing, operating, leasing or renting any commercial premises where an excessive amount of refuse accumulates and where its storage in portable containers as required above is impracticable, shall maintain metal bulk storage containers approved by the city.
   B.   Bag And Tag Requirements: Unless commercial bulk removal of accumulated garbage is utilized, each premises, dwelling unit or place where refuse accumulates, shall be allowed two (2) disposable garbage bags per week. Each bag may not exceed fifty (50) pounds in weight. Any premises, dwelling unit or place where refuse accumulates which exceeds this bag limitation shall obtain from the city a bag tag. The fee for garbage bag tags shall be set by city council resolution. Revenues from garbage bag tags shall be retained by the city of Steamboat Rock. (Ord. 02-01, 1-7-2002, eff. 4-7-2002)
