6-2-3: DUTY TO PROVIDE CONTAINERS:
Each person shall provide containers for the storage of garbage and rubbish accumulating on premises owned or occupied by him. Such containers shall be kept covered and reasonably clean at all times. They shall be placed in a position readily accessible to the collector, outside of dwellings, but not in alleys or streets. (Ord. 70, 2-7-1972)
