5-2-4: PROHIBITED ACTS AND CONDITIONS:
   A.   Animals At Large: It shall be unlawful to permit any cattle, horses, mules, swine, sheep, goats, rabbits or any geese, ducks, turkeys or chickens to run at large within the city, nor shall any animal be permitted to graze or be staked or tied out to graze on the premises of any person not the owner of the animal without the consent of such owner, or to be so staked out or tied so as to allow such animal to graze on any street, alley or public ground in the city.
   B.   Noisy Animals: It shall be unlawful to keep or harbor within the city any chickens, ducks or other fowl which by their crowing, quacking or other noises during the night or early morning hours disturb or annoy the residents of the immediate neighborhood.
   C.   Cruelty To Animals: It shall be unlawful for any person to torture, torment, deprive of sustenance, mutilate, overdrive, overload, drive when overloaded, cruelly beat or cruelly kill any animal, or unnecessarily fail to provide the same with proper food, drink, shelter or protection from the weather, or drive or work any animal when unfit for labor, or cruelly abandon it, or carry the animal or cause it to be cruelly carried on any vehicle or otherwise commit any other act or omission by which unjustifiable pain, distress, suffering or death is caused or permitted to any animal, whether the acts or omissions herein contemplated be committed either maliciously, wilfully or negligently.
