(A) General. The Council may, from time to time, adopt resolutions limiting or restricting parking on certain designated streets or portions thereof and to order proper posting and/or marking of such designated areas for general information. It shall be the general policy of the City Council to discourage on-street parking on any street where such use creates any hazard, inconvenience or nuisance to any person or property.
(B) Double parking. Double parking, whether or not attended, shall not be allowed on any street in the city for any length of time.
(C) Commercial vehicles in residential areas. No commercial vehicle shall be allowed to park on any residential street for a period longer than four hours.
(D) Overtime and overnight parking in commercial areas. The Council has the authority to set limits as required in particular areas.
(E) Winter parking. During the period from January 1 to April 1, inclusive, and from November 1 to December 31, inclusive, of each calendar year, no motor vehicle shall be parked on any city street between the hours of 3:00 a.m. and 7:00 a.m. Any motor vehicle parked contrary to the provisions of this division (E) shall be considered an obstruction to the proper removal of snow and shall be subject to removal pursuant to the provisions of § 70.06 of this chapter. Hardship exceptions may be issued by the City Council.
