(A) The placement, maintenance and operation of street lighting shall remain under the authority of the Council. No person or firm shall either augment or reduce lighting devices which cast light onto the public streets without the express permission of the Council.
(B) The Council shall have the authority to enter into agreement with any competent firm or person for the purpose of maintenance.
