The shooting or carrying of any type of firearms which are not encased or dismantled so as to be rendered inoperable shall be restricted to the following circumstances within the city limits:
(A) A landowner discharging a firearm when done in the lawful defense of person, property or family or in the necessary and lawful enforcement of the law;
(B) By a law enforcement officer in the line of duty; or
(C) By a person discharging firearms on a licensed rifle, trap, skeet or target range within the city limits.
