1305.06 INSPECTIONS.
   (a) Preliminary Inspection. Before issuing a permit, the Building Official may examine or cause to be examined all buildings, structures and sites for which an application has been filed for a permit to construct, enlarge, alter, repair, remove, demolish or change the use thereof.
   (b)   Required Inspections. After issuing a building permit, the Building Official shall conduct such inspections from time to time during and upon completion of the work for which a permit has been issued. A record of all such examinations and inspections and of all violations of STBBC, shall be maintained by the Building Official.
   (c)   Lot Line Markers Required. Before any work is started in the construction of a new principal building, major addition to a building, a new or replacement fence, and in all other cases where the Building Official may require, all boundary lines shall be clearly marked at their intersections with permanent markers or with markers which are offset at a distance which is of record with the owner.
   (d)   Notice. It shall be the responsibility of the permittee to notify the Building Official when work is ready for the various inspections required by the terms of the permit or the approved rules. Such notice shall be given within a reasonable time from which such inspection is desired but in no event shall be less than twenty-four hours. Notice given on a Friday or on a day prior to a legal holiday shall not constitute notice for inspection on a Saturday, Sunday or holiday unless arrangements have been made under approved rules for inspection on such days. Before giving such notice the permittee shall first test the work and satisfy himself that it conforms to the approved plans and specifications and the requirements of STBBC.
   (e)   Action on Notice. Upon receipt of notice that work is ready for inspection the Building Official shall inspect or cause it to be inspected as soon as is reasonably practicable, however, failure of the Building Official to make a prompt inspection shall not be deemed justification for covering work without inspection when such work is required under the terms of the permit to be inspected before being covered.
   (f)   Covering Work. It shall be a violation of STBBC to cover prior to inspection any work required to be inspected under the provisions of a permit, the approved rules, or STBBC irrespective of any penalties for such violation. The Building Official shall require the permittee to uncover any such work for inspection and the cost of uncovering such work and of replacing the cover after the work has been found satisfactory shall be borne by the permittee.
   (g)   Special Professional Services. Where applications for unusual design or magnitude of construction are filed or where code reference standards in the OBC require special architectural or engineering inspections, the Building Official may require full time project representations by an architect or engineer. This project representative shall keep daily records and submit reports as required by the Building Official. The installation of an automatic sprinkler system may be supervised by a person certified under Ohio R.C. 3781.105 in lieu of supervision by a registered architect or professional engineer.
   (h)   Approved Inspection Agencies. The Building Official may accept reports of approved inspection agencies which satisfy the requirements as to qualifications and reliability.
   (i)   Plant Inspection. When required by the provisions of STBBC or State law or by the approved rules, materials or assemblies shall be inspected at the point of manufacture of fabrication in accordance with subsection (o) hereof and the OBC. The cost of all such inspections shall be borne by the applicant therefor.
   (j)   Inspection Reports. All inspection reports shall be in writing and shall be certified by the licensed authority, or responsible officer of the agency, or the individual when expert inspection services are accepted. An identifying label or stamp permanently affixed to the product indicating that factory inspection has been made shall be accepted in lieu of the aforesaid inspection report in writing if the intent or meaning of such identifying label or stamp is properly substantiated.
   (k)   Final Inspection. Upon completion of the building or structure, and before issuance of the certificate of use and occupancy required in Section 1305.08, a final inspection shall be made. All violations of the approved plans and permit shall be noted and the permittee shall be notified of the discrepancies.
   (l)   Right of Entry. In the discharge of duties, the Building Official or an authorized representative shall have the authority to enter at any reasonable hour any building, structure or premises in the jurisdiction to enforce the provisions of STBBC, except that no such employee shall enter a part of a building which is "private" and occupied as such, as defined in Section 1301.02 until he has shown his credentials to the occupant thereof and secured his permission to enter such private part of the building. Such requirement does not apply where a state of emergency exists.
   (m)   Credentials. Before entering upon a premises or while on a premises in the performance of his duties in the enforcement of STBBC, an employee of the Building Department shall show his credentials upon request by the owner of the premises involved or by the contractor performing work on such premises.
   (n)   Jurisdictional Cooperation. The assistance and cooperation of the Police, Fire and Health Departments and all other officials shall be available as required in the performance of duties.
