1301.02 ADMINISTRATIVE DEFINITIONS.
   (a) As used in this STBBC, certain terms are defined as follows:
      (1)   "Administrative Code" means a publication containing the full text of, or reference to, all rules filed pursuant to Ohio R.C. 111.15, 4141.14, 5703.14 or Chapter 119.
      (2)   “Agricultural purposes" include agriculture, farming, dairying, pasturage, apiculture, horticulture, floriculture, viticulture, ornamental horticulture, olericulture, pomiculture, and animal and poultry husbandry.
      (3)   "Approved plans" mean plans approved under Section 1305.02.
      (4)   "Architect, registered" means a person holding a certificate under Ohio R.C. 4703.06, and registered pursuant to Ohio R.C. 4703.01 to 4703.19.
      (5)   "Building Department" means the Building Department of the City of City of St. Bernard.
      (6)   “Building Official", Current title is Code Assistance Officer, means the executive official in charge of the St. Bernard Building Department with the title of Building Official. (See Section 1301.16(a)).
      (7)   "Conflict with STBBC" means legislation, or a rule, or a condition which is at variance with STBBC to the extent or in a manner that such legislation, rule, or condition permits or constitutes a provision for safety or sanitation which would be, or is less safe or sanitary than is required under STBBC.
      (8)   "Credentials" mean the badge of office, certificate or letter issued by the Building Department to an employee for the identification of such employee in the performance of his duties.
      (9)   "Engineer, professional" means a person holding a certificate of registration under Ohio R.C. 4733.14 or 4733.01 to 4733.23.
      (10)    "STBBC" means the St. Bernard Building Code.
      (11)   "Notice" means a written or printed communication conveying information or warning.
      (12)   "Ohio Administrative Code" - See "Administrative Code" in subsection (a) (1) hereof.
      (13)    "OBBC" means the Ohio Basic Building Code.
      (14)    "RCO" means the Ohio Residential Building Code.
      (15)   "Order" means the whole or any part of the final disposition, whether affirmative or declaratory in form, of any matter issued by the Building Official pursuant to any provision of the City of St. Bernard Building Code or any other law or ordinance subject to administration by the Building Official.
      (16)   "Plans" include drawings, specifications and data submitted to the Building Official under Section 1305.02 for approval.
      (17)    "Premises" means the lot and the buildings situated thereon.
      (18)   “Private", as applied to part of a building, means that part of the building which is not normally subject to common use by those who occupy or enter the building.
      (19)   “Ohio R.C." means all statutes of a permanent and general nature of this State as revised and consolidated into general provisions, titles, chapters and sections.
      (20)   "Safe", as applied to a building, means free from danger or hazard to the life, safety, health or welfare of persons occupying or frequenting it, or of the public, and from danger of settlement, movement, disintegration or collapse, whether such danger arises from the method or materials of its construction or from equipment installed therein, for the purpose of lighting, heating, the transmission or utilization of electric current, or from its location, condition thereof or otherwise.
      (21)   “Sanitary", as applied to a building, means free from danger or hazard to the health of persons occupying or frequenting it or to that of the public, if such danger arises from the methods or materials of its construction or from any equipment installed therein for the purpose of lighting, heating, ventilating or plumbing.
      (22)   "Serious hazard" means a hazard of considerable consequence to safety or health through the design, location, construction or equipment of a building, or the condition thereof, which hazard has been established through experience to be of certain or probable consequence, or which can be determined to be, or which is obviously such a hazard.
