§ 33.067 APPOINTMENT.
   (A)   Council Liaison (non-voting):
      (1)   The Mayor shall assign a Councilman as a liaison to the Water Utility Board.
   (B)   Board Chairman / Co-Chairman (voting):
      (1)   A Chairman shall be elected by the Board Members from within the Board's regular members (A co-chairman may be elected in the same manner).
   (C)   Regular Members (voting):
      (1)   The regular members which shall consist of five members, the majority of whom shall be qualified electors of the town. Water Utility Board shall be appointed by the Mayor, with the consent and approval of the Town Council for a term of three years and shall serve without compensation.
      (2)   Appointments and terms should be staggered such that a maximum of two will be planned to expire each year at the end of the town's fiscal year. Members may be eligible for re-appointment.
   (D)   Advisory Members (non-voting):
      (1)   The following individuals are automatically appointed as "Advisory Members":
         (a)   Town Treasurer (by title)
         (b)   Town Administrator or Town Clerk (by title)
         (c)   Public Works Director (by title)
         (d)   Town's Water Engineer (by Contract)
      (2)   In addition, the Chairman of the Water Utility Board may, from time to time, appoint certain advisory members to provide advice and counsel to the Board. Advisory members will be appointed based on special skills, knowledge or experience and agree to assist the regular members.
