§ 154.147 DIMENSIONAL AND BULK STANDARDS.
   (A)   Public-oriented facilities are considered commercial/community buildings for the purposes of this chapter and shall meet the requirements of §§ 154.095 through 154.100, Commercial/community facilities, except as set out in this chapter.
   (B)   General requirements.
      (1)   Location.
         (a)   Whenever possible, public facilities will not be located adjacent to residential zones.
         (b)   Lot size shall exceed 0.3 acres.
 
      (2)   Lot setbacks. See illustration above.
         (a)    Public-oriented facilities should have setbacks appropriate the location, prominence and use of the structure.
         (b)    Support oriented and recreational facilities.
            1.   Street setback (C): 30 feet from edge of the structure, developed area or perimeter fence to the street right-of-way or setback required by the adjacent non-residential zone.
            2.   Side lot setback (D): 30 feet from edge of the structure, developed area or perimeter fence to edge of residentially zoned property or that of the adjacent non-residential zone, whichever is less.
            3.   Rear lot setback (E): 30 feet from edge of the developed area or perimeter fence to edge of residentially zoned area or that of the adjacent non-residential zone, whichever is less.
      (3)   Sidewalks. Sidewalks are not required with exception that when an adjacent zone requires sidewalks, a contiguous sidewalk shall be placed across the width of the public-facility lot.
      (4)   Fences. Chain link fences are permitted for security and safety purposes only.
      (5)   Parking. Public facilities shall have sufficient off-street parking for employees and the public.
      (6)   Windows. Municipal structures are exempt from the window requirements in §§ 154.095 through 154.100.
   (C)   Support oriented facilities. Street facing building facades shall meet the requirements of § 154.096(A) through (C) and § 154.100(A)(1), except when:
      (1)   The façade is screened from the street by trees and shrubs; and
      (2)   The building is within a perimeter fence.
