A. It shall be the duty of the planning and zoning commission to formulate, create and administer any lawful plan duly adopted by the town council for the present and future growth of the town pertaining to the use of land and buildings for any purpose, together with all incidental activities usually associated therewith and commonly known as "planning and zoning"; to make or cause to be made a continuous study of the best present and future use to which land and buildings shall be put within the town and in cooperation with adjacent areas; to recommend to the town council revisions in such plans which, in the opinion of the planning and zoning commission, are for the best interest of the citizens of the town; to promulgate rules of procedure and to supervise the enforcement of rules so promulgated by the planning and zoning commission and approved by the town council. In addition to any authority otherwise imposed by law, the commission shall have the following power and duties, to be exercised in accordance with the terms of this chapter:
1. To hold public hearings when necessary or when required by law.
2. To initiate, hear, review and make recommendations to the council regarding applications for amendments to the general plan or area specific plans.
3. To make recommendations to the council on all matters concerning or relating to the creation of zoning ordinances, the boundaries thereof, the appropriate regulations to be enforced therein, and amendments of the zoning ordinance and zoning district map and to undertake any other activities usually associated therewith and commonly known as "planning and zoning".
4. To hear, review and make recommendations to the council on all applications for development, including subdivisions, site plans, specific plans, use permits, and any other permit or review process as provided in this chapter or the subdivision title. (Ord. O 11-01, 9-20-2011)
