9-5-6: SITE:
   A.   Compatibility With Existing Structures: It is strongly recommended that owners or builders consult with the architectural design review commission in the early planning stages of a new construction project. New construction should be compatible with existing structures in the immediate area in the following ways:
      1.   Size, height and setback of structures;
      2.   Relationship of the structures to the open space between it and neighboring structures;
      3.   Exterior features, such as windowsill or header lines, the proportion of window and door openings to the overall facade, and the horizontal or vertical emphasis of major building elements; and
      4.   Building materials.
   B.   Grading: Site grading should respect the natural topography of the site and preserve existing vegetation as much as possible.
   C.   Site Utilities: On site utilities shall be located underground from the property line to the building or structure for all uses.
   D.   Effect On Other Properties: The overall site design and design of the building, structure or sign shall not adversely affect the existing or potential development of properties in the general proximity.
   E.   Compatibility With Host Development: Buildings detached from the main commercial development within the same commercial center (pad buildings) shall be designed in a compatible architectural style, and incorporate the same materials, colors and landscaping as the host development.
   F.   Circulation: Locate structures and on site circulation systems to minimize pedestrian/vehicle conflicts where possible. Link structures to the public sidewalk where possible with textured paving, landscaping and trellises.
   G.   Outdoor Spaces: Recognize the importance of spaces between structures as "outdoor rooms" that are the public realm. Outdoor spaces should have clear, recognizable shapes that reflect careful planning and are not simply "afterthought" areas between structures. Such spaces should provide pedestrian amenities.
   H.   Loading Facilities: Loading facilities should not be located at the front of the structure where it is difficult to adequately screen them from public view. (Ord. O07-16, 2-7-2008)
