9-5-1: PURPOSE AND APPLICABILITY:
   A.   These criteria are not intended to restrict imagination, innovation, or variety, but rather to assist in focusing design principles, which can result in creative solutions that will develop a satisfactory visual appearance within the town, preserve taxable values, and promote the public health, safety and general welfare. Unless otherwise specified in this chapter, this section is applicable to all commercial and industrial uses within all zoning districts, and any multi-family development consisting of four (4) or more units under the same roof in Star Valley.
   B.   Specifically, this is aimed at achieving the following:
      1.   To promote the desired character and a shared vision of future commercial and multi-family development projects within the town;
      2.   To provide clear design guidance for citizens, developers, engineers, architects, landscape architects and other professionals in preparing development and construction plans;
      3.   To provide guidance to town staff, the architectural design review commission and the town council in reviewing and evaluating future commercial and multi-family development projects within the town;
      4.   To provide minimum standards for development while allowing the greatest degree of flexibility and creativity;
      5.   To promote complementary and harmonious development adjacent to existing commercial and multi-family development.
   C.   The guidelines addressed in this chapter apply to proposed commercial and multi-family projects, including new projects, additions, renovations, remodels and other related projects requiring building permits. (Ord. O07-16, 2-7-2008)
   D.   This chapter shall also apply to all commercial buildings, structures and signs which are hereafter erected, constructed, converted, established, altered, painted, repainted or enlarged which are located within the town except those explicitly exempted below.
      1.   Nonilluminated directional leasing or informational signs not exceeding six (6) square feet;
      2.   Public utility electrical transmission structures. (Ord. O07-12, 8-21-2007; amd. Ord. O07-16, 2-7-2008)
   E.   The text contained herein and photo illustrations on file with the city are not intended to dictate solutions and/or limit creativity. They are general and may be applied with some flexibility in their application to specific projects. Beyond the guidelines, creative adaptation and innovation are encouraged, provided the proposed development plan also adheres to general design principles to the greatest extent possible. Presubmittal review of development plans and design concepts prior to formal submittal is encouraged to assist developers and other project proponents in realizing the goals established within these design guidelines.
