The owner of any sign or other structure regulated by this chapter shall be required to have properly painted at least once every two years all parts and supports of such sign or structure, unless the same are galvanized or otherwise treated to prevent rust. Failure to comply with this regulation shall subject the owner of the sign to the provisions of Section 1731.05.
