(a) Definitions.
(1) Projecting signs. Projecting signs as regulated by this article shall include any sign, other than a wall sign as defined in Section 1731.09 or a globe sign as defined in Section 1731.10, which is attached to a building or other structure and extends beyond the line of such building or structure or beyond the surface of that portion of the building or structure to which it is attached and extending over any street, alley or sidewalk. All projecting signs shall be illuminated.
(2) Horizontal signs. Signs which are greater in width that in height.
(3) Vertical signs. Signs which are greater in height than in width.
(4) Illuminated signs. A sign which is illuminated by artifical light or electric fixtures so constructed and placed as to constitute a part of the whole sign structure.
(b) Construction.
(1) Incombustible materials. All projecting signs, including frames, branches and supports shall be constructed of incombustible material.
(2) Limitation of glass. All transparent illuminated signs shall be built on or around a metal skeleton or frame, with all glass used for faces covered and protected by sheet metal or other incombustible material excepting that portion framing the actual strokes of letters or characters, and the total area of exposed glass shall not exceed twenty percent (20%) of the total area of the sign surface. No undivided glass letter shall exceed twenty-four inches in height. One section not exceeding four square feet in area, constructed of wire glass or safety glass shall be permitted on each side of a sign. In any clock structure the glass over each dial shall be safety glass and the area of such glass shall not exceed sixteen square feet.
(3) Security of movable parts. Any movable part of a projecting sign such as the cover of a service opening shall be securely fastened by chains or hinges.
(c) Permitted Areas. No projected sign shall have an area in excess of sixty square feet.
(d) Allowable Thickness. The distance measured between the principal faces of any projecting sign shall not exceed twenty-four inches; except, that a clock structure may exceed twenty-four inches in thickness, provided the thickness of such structure does not exceed the width thereof.
(e) Angle with Building. No projecting sign shall be erected in such manner as to form a horizontal angle of less than ninety degrees with the wall to which it is attached, except in special cases such as dead end streets or their equivalent, and then only when approved by the Building Inspector and Mayor, for periods of not exceeding one year; and further provided, that any sign so erected shall be subject to removal at any time upon ten days' notice by the Mayor.
(f) Distance from Building. A projecting sign shall be so placed that the portion thereof nearest to the line of the building or structure is not more than thirty inches distant from such building or structure, except when the building or structure is set back from the street line a distance not greater than thirty inches, in which case a sign may be so placed that the portion thereof nearest to the building or structure is not more than thirty inches beyond the building line.
(g) Projection over Street or Alley. No projecting sign or part of the supports or appurtenances thereof shall project over any street or alley more than a point six inches inside the curb line, except when no portion of the sign is less than fifteen feet above the sidewalk in which case a sign may extend to the curb line of a street or alley.
(h) Height above Sidewalk. No part of any projecting sign shall be less than nine feet six inches above the surface of any sidewalk.
(i) Illumination. Projecting signs shall be illuminated with not less than ten watts per square foot of face surface display and in no case shall more than 200 watts per square foot be used. Signs with exposed lamps placed to form a border only must be equally distributed around the sign, and no such sign shall have less than ten exposed lamps on each side of the sign. All such signs shall be two-faced and illuminated on both sides. (Passed 11-20-18.)
